Tamper vs distribution tool
They sit next to each other in every accessory listing, they are the same diameter, and from above they look nearly identical. The confusion is understandable, and it costs people money when they buy one expecting the other's effect. Here is the difference.

A distribution tool has angled blades underneath. Set it on the basket rim and turn it, and those blades sweep the surface grounds into the low spots. It barely compresses anything: the point is to arrive at a flat, evenly dense surface before any pressure is applied.
A tamper has a solid face. It does not rotate, it descends. Its job is to turn that flat surface into a puck solid enough that nine bars of water cannot rearrange it.
Which one fixes channelling?
Mostly the distributor, and this surprises people who bought a tamper for that reason. Channelling is caused by uneven density in the bed. If the grounds are piled high on one side before you press, a tamper faithfully compresses that unevenness, because it applies its force to whatever shape it is given. A calibrated tamper does this even more faithfully than a hand tamp, since the load is identical regardless of what is underneath.
The distributor addresses the cause: it makes the bed even before pressure is applied. A finger swept across the basket does much of the same work, which is why the levelling step matters more than the tool you use for it.
Which one should you buy first?
The tamper, for two reasons. It is not optional: something has to compress the bed, and the plastic disc that came with your machine is usually undersized for the basket, which creates its own channelling problem around the edge. A distribution tool, by contrast, replaces a step you can do with a finger.
So the order is: a tamper that matches your basket, then technique, then a distributor if you still want the last increment. Buying a distributor while tamping with an undersized tamper is solving the second problem while the first is still there.
Do the two work together?
Yes, and this is where a calibrated tamper is at its best. A mechanical stop applied to a genuinely level bed is the most repeatable combination available at home: the distributor removes the unevenness, the spring removes the variation in force, and what is left is a puck you have made the same way twice.
If you own both, the sequence is dose, settle, distribute, tamp, lift. Skipping the settle is fine; skipping the distribute is fine if you level by hand. Skipping the tamp is not, because nothing else compresses the bed.
The all-in-one versions
Some tools combine both, with a distribution face on one end and a tamping face on the other, or a distributor that presses as it turns. They are convenient and take up one slot on the counter rather than two.
The compromise is that a combined tool rarely has a calibrated spring, so you get the levelling but lose the fixed load. Whether that is a good trade depends on which variable is currently costing you shots. If your beds are uneven, the levelling matters more. If your beds are flat but your shots still move around day to day, the fixed load is what you are missing.

A quick way to tell which one you are looking at
If you are scrolling listings and the photographs all look the same, turn the tool over in your mind. The underside settles it every time.
Blades or steps underneath means a distributor. You will see two to four angled vanes radiating from the centre, or a stepped face that looks like a shallow spiral staircase. Those shapes only make sense if the tool is meant to rotate.
A single continuous face means a tamper, whether it is flat, gently domed or cut with concentric grooves. Nothing on it is angled to move coffee sideways, because it is meant to travel straight down.
An adjustable collar appears on both, and means different things on each. On a distributor it sets how deep the blades reach into the grounds. On a calibrated tamper it sets how far the base travels before the spring stops. Reading it as a pressure control on either one is the usual mistake.
One more tell: a distributor is almost always described as levelling, spinning or preparing, while a tamper is described as pressing, compressing or calibrated. When a listing uses both vocabularies at once, it is usually a combined tool, and it is worth checking which of the two jobs it actually does well.

If you take one thing from this, let it be the order: level first, compress second. Whether the levelling comes from a dedicated tool or from a finger swept across the basket matters far less than whether it happens at all, and the same is true of the tamp.
